In the 2014 municipal elections in Montenegro,the Democratic Party of Socialists still occupied a strong position,despite the many challenges it was confronted with. In the end of 2014 the government of Montenegro proposed a range of bills aimed at combating crime and reforming the judicial system. Montenegro’s economy still depended heavily on the market of the Eurozone with a slower growth rate and a sharp decline of export. The government of Montenegro continued to carry on a tightening fiscal policy. Montenegro began accession negotiations with the EU and the key rule of law chapters were opened among others in 2014,but the EU claimed Montenegro had to make further efforts on legislative and judicial reforms. The NATO indicated that Montenegro would not be invited to join the alliance before 2015. The practical cooperation between China and Montenegro developed steadily.
