Based on discriminating the concept of urban management,we define the connotation of the level of urban management.And establish the index system of urban management including "executive management level","economic management level","social management level","environmental management level","spatial management level","infrastructural management level",and "cultural management level",under the guidance of the four principles of "scientific,timeliness,actionable,and goal-oriented".In this paper,we only analyze 44 cities of China,because of the deficiency of data of other cities.These cities include almost all the provincial capitals,and some costal cities.With the systemic evaluation,we find there is strong positive correlation between urban management level and "executive management" or economic development level or the urban size.However,there are no obvious relations between social management level and urban management level,economic management level,or other indexes.In view of the regional disparities,the cities of eastern regions have the highest level of urban management,and a few cities of central regions have higher level than some eastern cities.While the management level of the cities of western regions is overall lower.The management level of the cities of Northeastern regions is in the middle. <<
