Since the debt crisis broke out in Europe，the average birth rate has declined obviously while pressures from the aging population increased in the EU countries. Meanwhile，the EU is facing the challenges of combating poverty and social exclusion，especially that suffered by the Muslim community，which has caused serious social problems in Europe. To solve these problems，the EU continues to take efforts to improve the mechanism and fiscal framework of social governance. According to the EU 2014-2020 budget，expenditure on social governance will increase substantially and the EU’s social governance is expected to be strengthened. <<
