The first conclusion：compared with the conventional standard regulation system，the economic effectiveness of implementing tradable fertilization permits to control agricultural NPS pollution is higher，since it is able to help farmers save costs（or reduce benefit losses）of reducing fertilizer usage. The second conclusion：the reforms in institutional factors since 2004 have made the application of tradable permits to control agricultural NPS pollution in D ianchi Lake watershed more feasible.
