It is the requirement of the new economic normality for the enterprises in China to improve resource efficiency，which is also the key elements of Industry 4.0 Era and the basic premise of corporate social responsibility. At present，the demand for water and land of Chinese enterprises is on the plateau phase，approaching towards the turning point of the “U” shaped curve；while the demand for energy and iron ore is still on the rapid expansion period. In recent years，the overall utilization efficiency of water，land and mineral resources has been significantly improved in China. However，there is a large efficiency difference between different types of enterprises，and between different industries. Compared with the enterprises in developed countries，there is still large room for the Chinese enterprises to improve resource efficiency. Some policy measures should be taken for the enterprises in China，such as to propel the reform of resource prices and taxes，to improve the resource utilization and management system，to promote the normal competition between resource-based enterprises，to encourage the development and application of resource-saving technologies，and to improve the awareness of resources utilization.
