Driving in the development of surrounding political economic situation as well as the city of its own，Ji’nan in 1904 opened port and the economy had developed rapidly. The establishment of Ji’nan’s regional economic advantages benefited from government policies and improving traffic conditions，the new merchant capital. Because of its special background and conditions of its development，Ji’nan was different from the other city characteristics，namely the harmony relationship between modernization and traditional comparative，strong national capital，and chamber of Commerce in city governance played an important role.
