Beijing government’s“city of autonomy”in the 1920s was an initial phase of creation of administrative center function in the early stage of Shijiazhuang city. The whole process was divided into：the phase of application to the preparatory，the stage of the municipal association produced，the stage of the municipal office produced，the stage of operation and termination of the municipal office. After the end of ten years，Shijiazhuang formed a unique mode of administrative management.
