Social welfare satisfaction is a “benchmark” to measure how much degree the welfare needs are met and the level of welfare benefits，and its influencing factors analysis has important value in improving the social welfare system on scientificalness of design and the validity of implementation.Based on the investigation data in Shenyang and Fuxin of Liaoning province，analyzing the factors that influence urban residents' social welfare satisfaction，the paper finds out four results as following.First，system design has the greatest impact on urban social welfare satisfaction，with both positive direct and positive indirect influence.Secondly，social welfare demand gap has a negative direct impact on satisfaction of urban residents' social welfare and it also plays an intermediary role in the influence of social welfare system to social welfare satisfaction.Thirdly，social welfare expectation has a negative direct influence on satisfaction. And last but not least，although residents' perception on welfare policies has not significant direct affects，but it still has a positive indirect impact on social welfare satisfaction through the roll of social welfare expectation.
