Policies and development have strong connections with each other in oceanic area. The development of marine policy and law in our country has experienced three stages after 1949：the first stage is the initial period，and the marine sovereignty maintenance is the keynote；the second stage is the major period of the development，and legislative contents focused on the ocean environment protection field；the third stage is a comprehensive management and comprehensive development，law and policy content began to diversify. The form is also reasonable，which is reaching the target of marine integrated legal system. The achievement of the past spurred today’s pace，and the future direction of the development of marine policy and law should be efforts to meet the comprehensive management requirements，improve the legal system，protect the environment to enhance industrial institutions and improve public participation，supervision and evaluation mechanism.
