Integrative development of culture and tourism is the pillar to transform economic development pattern，and is a main carrier for Luoyang to construct the cultural demonstration plot of central plains economic area. Through the analysis of cultural tourism resources and current development of Luoyang，this report gives some ideas and proposals on promoting the integrative development of culture and tourism to drive the positive interaction of economic development and cultural heritage so that Heluo culture can be inherited and developed，and to promote the construction of heritage and innovation area of Chinese history and civilization in Luoyang and of the international cultural tourism city.
