As the globalization process continues，the population with foreign nationality expands rapidly，and their categories increase，pushing the services for and administration of the foreigners into a new phase. In Chaoyang District，fruitful exploration has been made regarding the services for and administration of the foreigners，initially resulting in experience in the administration of residents with foreign nationality. The administrative mechanism has shifted from “separate administration by departments” into “joined administration based on territoriality”，the approach has shifted from “single-line administration” into “multi-line administration”，and the conception of them has evolved from being “foreigner” to being “residents with foreign nationality”.
