以公租房为主体的保障性住房建设已成为首都解决低收入群体住房问题的主要措施。本研究尝试使用社会生态这一概念,选取一个公租房配建社区,测量、评估承租家庭入住后的生活状况,并提出进一步完善保障性住房的设计、建设与管理的政策性建议。研究发现,保障性住房社区的配租与入住,显著改善了北京市低收入群体的居住条件,提高了其满意度。但同时也面临着管理体制不畅、生活成本上升、社会关系断裂、社会支持不足等问题,甚至存在社区内商品房业主和保障房住户矛盾的群体化趋势乃至形成社会排斥的可能,亟须服务和管理政策的调整和干预。
<<Construction of the Indemnificatory houses,with public rental houses as the mainstay,is the chief initiative of Beijing city designed to provide housing to the low-income group. This report attempts to measure and assess the living conditions of the tenant families when they have moved in,and to propose advices for further improve the design,construction and management of the Indemnificatory houses,by using the concept of social ecology,and choosing a public rental housing Communities as a sample. The research reveals that the provision,leasing of and habitation in the Indemnificatory housing,have noticeably improved the housing conditions of the low-income groups who have become more satisfied with their life. But at the same time,problems arise concerning the malfunction of the administrative system,the rise of living cost,the disruption of social ties,the insufficient social support,etc. There exists even the possible trend of the contradictions between the commercial house owner and the Indemnificatory house tenants in the same community becoming contradictions between groups,which might lead to social exclusion that is in urgent need of adjustment and intervention through implementing roper service and administration policy.
