Promoting innovation and startup is significant not only for the bettering of the economic structure，but also for the development of social welfare in Beijing. In 2014，many new policies have been issued in the national and the municipal level，including the reform on the business registration policy and the plan on encouraging college students to start their own business，which manifest the orientation of promoting startups. In Beijing，innovation and new startups also bring changes to the provision of public welfare and residents’ service，in the meantime，the community formation of the new businessmen has begun to reshape the way urban space is used. While supporting the marketization and specialization of startup-related service，the government should also pay attention to the need of the young immigrant talents who might be drawn by other cities and the local people who find it difficult to get employment，and enhance the sustainable development of new startups in all kinds which in turn reshape the social development.
