The Eastern Territory Opening-Development Strategy is an important National Strategy of new Putin's government. The strategy is based on the Far East to develop the social and economic reality of the slow long-term development，and Russia in the east face of geopolitical threats. The strategic vision is based on energy cooperation，to pay attention to Russia across Eurasia，geography，and strengthen the high-tech cooperation，Russia and Asia-Pacific region to promote cooperation and exchange，to complete Russia's prosperity and development of the eastern region. Japan as the most developed country in Asia，has the unique impact on geo-economic landscape in Asia-Pacific Region. Thus，establishment of stable Russian-Japanese Relationship is one of the most important aspects of Russian's Oriental Strategy in new era. Under the influence of the Strategy，a series of new changes have occurred in Russian-Japanese Relationship，such as rapid improvement in political relations，trade，and energy cooperation. As Sino-Japanese and Korean-Japanese Relations at an impasse today，Russia is also considered as an important partner for improvement of Diplomatic environment and economic development for Japanese government.
