Starting from the status of the protection and activation of historic cultural heritage in Guangzhou，the existing and urgent cruxes were summarized. According to relevant successful cases in and aboard，the countermeasures were proposed to help the government make the appropriate decisions for protection and activation of Guangzhou historic cultural heritage. In details，the gradual improvement and construction of historic cultural heritage protection and activation system should be the first step. Then，other relevant issues including organization establishment of historic heritage，allocation of talents and financial investment had to be accelerated. Third，the incentive mechanism might be explored to assist and support the protectors and activators of historical cultural heritage. Besides，the pilot area and diverse protection models such as encouraging private participation should be attempted. In addition，both planning and practice need to be emphasized to rational use the historical cultural heritage. Last，the propaganda had to be strengthened to fully mobilize the enthusiasm of public protection and activation.
