In 2014，with the development of the mobile Internet，the smart city construction had many highlights，such as smart community，wisdom park and wisdom industry，having three major characteristics. Firstly，the mobile Internet applications became a powerful drive to encourage the enterprise and the public to participate in the smart city infrastructure construction. Secondly，the mobile Internet applications promoted the equalization of the city public service. Thirdly，the mobile Internet applications’ highlights switched from consumption to production. This study provides four suggestions：the authority’s establishment of the smart city construction standard and evaluation，the enforcement of the data openness and security，the intelligent transformation of the urban information services and the building of vertical and integral smart industry chain.
