As the main body of important non-state behaviors，the international organization is a bridge by which specific states communicate with international public and influence international public opinion. It is its soft power for outreach and the important platform and path of shaping an international image and thus becomes an important target of international relations of the states. The SCO is the only international organization establsihed on our country’s initiative and named after our city. Its successful practice signifies not only that the Chinese diplomacy has developed from the bilateral relation mode to a multilateral relation mode，but also that China firmly opens up to the outside world，seeks an increasingly great role in regional and international affairs and peace and harmonic diplomacy. The public diplomatic platform of this regional international organization is especially important to the international role for our country to play，to the improvement on its soft power and to the makeup of its state image.
