From 14 to 15 in December 2014，the 13^th summit of the SCO Member State Heads’（Premiers’）Council was held in Astana，Kazakhstan. Present at the meeting were member state heads，observer state representatives，and responsible persons of the SCO various institutions and responsible persons of the Commonwealth of Independent States，Eurasian Economic Community and the Conference on Interaction and Confidence-Building Measures in Asia. An exchange of opinions was made on extensive topics of international and regional development in a friendly，constructive and pragmatic atmosphere. For the implementation of the decision made at the Dushanbe Summit of the SCO State Heads’ Council，the pririority for SCO mutual benefit cooperation among its member states was studied and a series of documents was signed including Joint Communique issued by the 13^th Meeting of the SCO Member State Heads’（Premiers’）Council.
