We should adhere to top-level design，public sharing，overall development，civil security and standard management during promoting urban and rural residents’ medical insurance system in new situations. However，there remain such problems as difficulties in urban and rural planning，restrictions of sustainable development of the system as well as demands for improvement of security level. The government should integrate systems，increase insurance objects，establish dynamic financing mechanism，perfect payment methods and improve security level of serious diseases.
