Biomass energy is an important part of human energy consumption，and it is the only renewable carbon source on earth，so its development and utilization have broad prospect. Based on the definition of industry，the analysis of industry structure and industry characteristics about biomass energy，the problem on industry policy and industry itself of the biomass energy，as well as the relations among the elements，are discussed in depth，and the development of biomass energy industry is evaluated in perspective from industry development path and industrial development mechanism，and the classic case in the development of the industry are enumerated. Finally，the policy suggestions on the development of biomass energy industry are put forward.
