本报告梳理了中国新能源产业的发展历程与现状,以及不同子产业技术进步的情况。在此基础上,报告重点探讨了新能源产业发展的一些重点政策问题,认为新能源产业发展依赖政策补贴的根源在于市场失灵导致化石能源的环境成本外部化,以及本身的技术进步驱动机制。为弥补市场失灵,可以选择向化石能源征税或者提高其环境标准,也可以选择补贴替代的新能源产业。由于目前主要采纳后一种政策,报告讨论了补贴的关键环节和退出机制。报告提出,发展新能源的最重要意义在于打破传统能源的垄断地位,而不仅是部分的市场份额替代。在理论分析的基础上,报告提出,新能源发展受到制约的一个重要根源是对化石能源事实上存在的环境补贴使其具有比较优势,以及我国能源市场改革的滞后。报告的主要政策建议如下:①提高传统能源的使用成本;②加速能源转换与煤炭替代进程;③通过多种能源利用模式创新形成更大的国内新能源市场;④建立和完善产业补贴评价体系;⑤构建以企业为主体的产业技术创新体制;⑥支持关键技术研发;⑦促进非常规能源有序发展。
<<This report reviews the development and situation of new and renewable energy industries in China,as well as the situation of various sub-industries’ technical progress. Based on this the report discusses the key policy issues to support the industries’ development,and put forward that the reason for new and renewable energy industries relying on fiscal subsidies is the externalization of traditional energy’s environmental costs and the technological innovation promoting mechanism. To correct the externalization,the policy can tax the traditional energy,or subsidize the substitution new and renewable energy. As nearly all countries adopt the latter choice,the report also discusses the key area of subsidy and its exit mechanism. Upon the theoretical analyses,the report the biggest disadvantage of new and renewable energy comes from the de facto subsidy to traditional energy which neglecting its environmental impacts,and the lagging of energy market regulation reform. The main policy recommendations include:(a)to increase the cost of traditional energy;(b)to promote the process of energy transition and coal substitution;(c)to formulate bigger market for new and renewable energy through with various means;(d)to setup a sound evaluation system for industrial subsidies;(e)to setup a technological innovation institution mainly relying on firms;(f)to support the R&D of key technologies;(g)to promote the development of unconventional energy,such as shale gas,impact gas and coal bed methane.
