2015年以来,四川、厦门、绍兴、福州、新疆、青海等省市相继出台不同程度的救市政策,央行在两年来首度全面降准后紧接着于3月1日再度降息,房地产市场面临的政策环境持续好转。尤其在3月5日最新发布的“两会”政府工作报告中,不仅未提及“房地产调控”,反而进一步强调“稳定住房消费”“坚持分类指导”“促进房地产市场平稳健康发展”,显露出“稳定消费+分类指导+长效机制”的政策基调,在楼市进入去库存化、市场分化、去行政化的“新常态”背景下,有助于支撑房地产市场的平稳调整和过渡。
<<Since 2015,the policies of the real estate market arecontinuously improving. Many provinces and cities,such as Sichuan,Xiamen,Shaoxing,Fuzhou,Xinjiang,Qinghai and so on,introduced a series of policies to stimulate their real estate markets one after another. The central bank reduced the interest rate on March 1st,followed by RRR cutsacross the board. Particularly,the newly-released 2015 government work reports did not mention “the real estate regulation”,but emphasized keeping housing consumption stable,giving targeted guidance and promoting the constant and sound development of the real estate market. By now,the tones of new real estate policies,which include consumption stability,classifiedguidance and long-term regulatory mechanism,have been clear under the “new normal” statement of deinventory,market differentiation and deadministration. It will be so beneficial to bring a smooth adjustment and transition to the real estate market.
