天然气政策方面,奥巴马将天然气定义为“向清洁能源的未来过渡中发挥中心作用”的能源,采取系列措施支持天然气发展:首次对美国现有电厂实施碳减排计划,颁布碳排放标准,鼓励新建天然气发电厂,限制煤电厂发展,并采取了许多税收以及财政政策,推动运输行业更多使用天然气动力车辆;首次颁布的联邦新甲烷排放规定成为奥巴马总统执政以来针对油气生产过程中甲烷排放的最重要政策;奥巴马政府继续推动液化天然气出口,但同时也在审批过程中加强了环保评估,美国液化天然气出口在即。
<<President Obama defines the natural gas as a fuel to play central roles in the transition to a clean energy future and measures have been taken to support the development natural gas:carbon pollution standards for the existing fossil-fueled power plants were proposed for the first time. The greenhouse gas emission standards were also released to boost construction of natural gas fired power plants and to discourage building of coal-fired plant. Many tax incentives and fiscal policies were introduced to push more natural gas vehicles being produced and used in the transportation sector. The first-ever federal standards addressing methane emissions in the newly released oil and gas regulations constitutes the most important policy in the Obama Administration to prevent methane emission. The Administration continues to advance the exports of the U.S. liquefied natural gas(LNG)and also strengthened the environment assessment in the approval procedures. Exports of the U.S. LNG are in sight.
