In 2014，Local legislative work in Henan，was focusing on reform and stabilizing the situation of the reform and development，attaching great importance to assure legislation quality，adhering to the leadership of the party，insisting on interests of the people and starting from actual practice of Henan，keeping unification of the socialist legal system. So it has promoted scientific legislation and democratic legislation on the whole，and provided strong institutional guarantee for economic and social development to Henan. But，this can’t completely adapt to the needs of the development of Henan. So，Under the new situation，local legislative work should stick to the legal concept and the spirit of reform，adopt various measures，further make National People’s Congress play a leading role in local legislation，establish and improve the legislation work mechanism，strengthen the propaganda of the local regulations and so on.
