In recent years，the number of cases of administrative reconsideration in Jiyuan has increased significantly，the cases concentrated in the field of ascertainment of the work-related injury dispute，consumer complaints disputes，public security management and so on. From the administrative reconsideration cases handling situation，the administrative organ service consciousness is not strong，their capability has to be improved，their process consciousness is weak，and the publicity of government information is not enough，often lead to administrative organs lost. In order to reduce the number of administrative reconsideration cases，improve the level of administrative enforcement of law，we must strengthen education training，change in opinion about administrative law enforcement；make law enforcement civilized，strengthen law enforcement supervision and restriction mechanism；improve the basic guarantee of law enforcement；establish the legal adviser system of law enforcement，improve the capacity in law-based administration.
