In the new historical period that to proceed the government by law、the ruling to law、the administration according to law together，to fulfill the functions of the government in accordance with the law is the most basic requirement of the law-oriented government and service-oriented government. Since the party’s Third Plenary Session of eighteen，in the practice of fully perform the functions of the government according to law，Henan has taken a substantial step in persisting in thinking based on the status quo、seeking the truth from fact、seizing the key、highlighting the key points and further promoting the streamlining of the government’s power. At present，to further promote the government to fully perform their duties，we need to understand three points of view especially：to view the basic requirements of “by law” scientifically，to grasp the “comprehensive” correctly，to felt the “performance” of responsibility deeply.
