非物质文化遗产名录已经成为保护非物质文化遗产的重要方式之一。我国先后颁布了四批国家级非物质文化遗产代表性项目名录和四批国家级非物质文化遗产项目代表性传承人名单，有力地推动了我国各级非物质文化遗产名录的传承与保护。少数民族非物质文化遗产是我国非遗的重要组成部分，有效保护和传承少数民族非物质文化遗产对维护我国文化的多样性有着重要意义。本报告在认真统计和分析我国世界级非遗名录、国家级非遗名录和国家级非遗传承人的基础之上，指出了目前我国国家级少数民族非遗名录的特征、成就及不足。在国家级非物质文化遗产的保护与传承方面，虽然取得了重要成就，但还存在着“重申报轻管理”、“重开发轻保护”、与生态环境及物质文化遗产整体性保护不足、非遗名录传承后继无人、非遗学科门类归属不清等问题。因此，我们应当继续完善少数民族非遗名录体系，加强对少数民族非遗传承人的监管、保护与培养，重视文化生态保护区等非遗聚集地的建设工作，实现少数民族非遗和汉族非遗共同保护，维护产业化利用中非遗的本真性，并坚持少数民族非遗与自然遗产、文化遗产、农业遗产等遗产的共同保护。
<<Intangible cultural heritage list has become one of the important way of the protection of intangible cultural heritage. China has issued the four batch of national intangible cultural heritage representative project list and the four batch of national intangible cultural heritage items list，a strong impetus to the inheritance and protection of our country all levels of non-material cultural heritage. Intangible cultural heritage of ethnic minorities is an important part of China’s intangible cultural heritage，protection and inheritance of intangible cultural heritage of ethnic minorities is of great importance to maintain the diversity of Chinese culture. This report seriously in the statistics and analysis of the fundamentals of our world class intangible cultural heritage list，a national intangible cultural heritage list and the National Intangible Cultural Heritage Inheritance people above，pointed out that the current characteristics，Chinese national minority intangible cultural heritage list of achievements and defects. Protection and inheritance and inheritance in the national intangible cultural heritage，although also made great achievements，but there are “attach importance to declare，ignoring management”，“focus on the development，light protection”，and the ecological environment and the intangible cultural heritage protection，the overall lack of intangible cultural heritage list of intangible cultural heritage inheritance leave no successor，discipline attribution fuzzy problems. Therefore，we should continue to improve the minority intangible cultural heritage list system，strengthening of the minority Intangible Cultural Heritage Inheritance people supervision，protection and training，pay attention to cultural ecological protection zone of non-gathering place of the construction work，the realization of intangible cultural heritage and intangible cultural heritage of ethnic minorities in Han nationality common protection，maintenance of industrial utilization of intangible cultural heritage protection of authenticity，and stick to a few common national intangible cultural heritage and natural heritage，cultural heritage，heritage of agricultural heritage.
