设用地扩张模式,减少建设占用坝区优质耕地的情况,切实推进新增建设用地合理布局到缓坡宜建山地,已成为云南省的重要发展战略。本文结合云南省2011年以来确立的“建设用地上山”(或称“城镇上山”)战略,探讨和提出了云南坝区耕地保护的4个基本对策:①认真贯彻落实“建设用地上山”战略,切实树立保护坝区耕地的理念;②科学编制和严格实施坝区耕地保护型土地利用总体规划,规范和约束各用地部门和单位对坝区耕地的利用与保护行为;③划定坝区永久基本农田保护区,确保坝区80%以上耕地得到永久性保护;④加大坝区高标准基本农田建设力度,进一步提升坝区耕地资源的农业综合生产能力。这一研究对于进一步深化对保护坝区耕地、建设山地城镇的认识,推进坝区耕地保护和“建设用地上山”战略的科学实施有着重要意义。 <<
Yunnan is the most typical mountainous province in the west China,plains(flatland region)accounted for only 6.40% of the total land area. Currently,changing the unreasonable construction land expansion mode,reducing constructions on the flatland area with high quality cultivated land and promoting reasonable construction layout to the suitable ramp become an extremely important development strategy in Yunnan Province. Based on the current implementation situation of the strategy of “building urban and industrial projects on mountainland” established in 2011,this paper has explored and put forward four basic countermeasures to protect farmland in flatland area of Yunnan,namely:① to seriously implement the strategy of “building urban and industrial projects on mountainland”,feasibly setting up the concept of protecting cultivated land in flatland area;②to compile scientifically and implement strictly kinds of general land use planning which protecting cultivated land in flatland area,normalizing and regulating different departments user’s behavior of cultivated land utilization and protection in flatland area;③to delimit permanent basic farmland conservation area in flatland area,ensuring that more than 80% of the cultivated land in flatland area be permanently protected;④to strengthen the construction dynamics to well-facilitied capital farmland,further improving agricultural comprehensive productivity of the cultivated land resources in flatland area. This study means much significance as to further deepen the understanding of protecting cultivated land in flatland area and constructing mountain cities,scientifically promoting the strategy implementation of protecting cultivated land in flatland area and “building urban and industrial projects on mountainland”.
