China is a mountainous country and Yunnan is the most typical mountainous provinces in the west part，plains（flatland region）accounted for only 6% of the total land area. Currently，changing the unreasonable construction land expansion mode，reducing constructions on the flat region with high quality and promoting of reasonable construction layout to the suitable ramp become an extremely important development strategy in Yunnan Province. Based on the current implementation situation of the “construction up to the mountains”，this paper analyzed experiences and issues due to the current implementing situation. Furthermore，this paper set forward several countermeasures about the “construction up to the mountains” strategy in the future implementation.
