Establishing a scientific safeguard measures system for the implementation of planning is the key to implement smoothly land rearrangement planning and ensure the healthy and orderly land rearrangement activities. Taking Dehong Dai-Jingpo autonomous prefecture of Yunnan province for example，which located in China’s southwest frontier mountainous area，this study has built the scientific safeguard measures system for implementing land rearrangement plan based on the comprehensive analysis of the existing problems in the implementation of the previous round of land development and consolidation planning in Dehong Dai-Jingpo Autonomous Prefecture，which put forward the comparatively complete safeguard measures system for implementation of land rearrangement planning in Dehong from the laws and regulations，administrative management，economic policy，social security，science and technology management，and other aspects.
