As a very important undeveloped area in the eastern China，Diaoyu Islands region can be used as a preferred area of islands resources development in the future for its unique location，abundant natural resources，huge exploitation and utilization potential. Based on the main direction and guarantee measures pointed out by us for the development and utilization of the resources of the Diaoyu Islands and it’s Surrounding Sea Area，this paper has studied and put forward the basic conception scheme on land use planning of the Diaoyu Islands by using China’s theories and methods for land use planning. The result shows that on the（main island of the）Diaoyu Islands，the ratio between the planned agricultural land，construction land，and other land is about 66：10：24. The construction land on the Diaoyu Islands is about 40 hectares in area. Currently，it is reserved for the construction of twelve projects，including the Diaoyu Islands Special Development Zone，Diaoyu Islands State-run Farm，Diaoyu Islands Fresh Water Plant，Diaoyu Islands Power Plant，Diaoyu Islands Medicinal Material Processing Plant，other industrial and mining facilities，Diaoyu Islands Ring Road and Special Zone connecting roads，Diaoyu Islands ecotourism facilities，Diaoyu Islands Watchtower，Diaoyu Islands Observatory and Diaoyu Islands military facilities. In addition，GIS technology has been used to draw land use planning conception map of the Diaoyu Islands. We believe that this conception study will lay a necessary foundation for further deeply studying and compiling the general land use planning in the Diaoyu Islands area.
