Citizen information to divulge events occur frequently，at least，it shows the original legal system is difficult to fully play its role，imminent to strengthen the legal protection of personal privacy information of citizens. The Beijing region of the citizens’ personal information leak cases showing four main features：a multi use field network，telecom employees means become crime in multiple populations，lax management，business units illegal cost low and dealt with difficulty and so on. The people’s Procuratorate and the High court of Beijing City should issue the guidance of the apply of relevant laws；increase the penalties for illegal and criminal acts；actively prevent the violation to personal information by using the network illegal crime；Beijing city legislative proposals to the National People’s Congress Standing committee.
