Petition has become an important issue affecting social order and stability. “Accept the petition” and “intercept petitioners” policy responses can alleviate the problem，but ultimately impossible to solve the problem from the roots. Only political reform in order to make the problem from the roots to be resolved. However，during the transitional period of reform，“the reception petition” is still the mainmeans of countering the problem，while the “interception petition” should be strictly limited，especially strict limits on the petition conduct to deal with crime.
