With development of socialist market economy，the number of “two kinds of new organizations” are growing quickly，new economic organizations and private non-enterprise units not only become a growth point of regional economy，also become focus and difficulty of social governance. Street government must stand in height of social governance innovation，use idea and way of rule of law，explore the effective way to strengthen management of “two kinds of new organizations” constantly，strengthen foundation of grassroots construction，promote social harmony and regional stability to face new circumstances，new situations and new problems. This paper discussed constitutes and functions of commercial tenant management association，such as expanding coverage of party building，promoting safety building and social harmony，and gave countermeasures and suggestions for exploring new paths to strengthen management of “two kinds of new organizations” by idea of rule of law.
