In 2012, the 10th Party Congress of Guangzhou has clearly stated the requirements for urban developing idea and New-type Urbanization, which are summarized as the strategy of "12338", all with the goals of comprehensively building National central City and "to take a lead in transformation and upgrading to build happy Guangzhou". Among all these arrangements, it is to maintain the urban developing ideas of low-carbon economy, intelligent city, happy lives, and to promote the constructions of strategic infrastructure, strategic leading industry, strategic development platform to realize "three major breakthrough", and to carry out industrial upgrading, and to try to walk a way of low-carbon economy, intelligent city, civilization of society, graceful environment, integration of urban and rural areas, happy lives that attracts people's attention. The Department of Human Resources and Social Security of Guangzhou has paid much attention on knowledge-intensive industry which is the most important part of strategic leading industry on its status of employment, characteristics, problems and trends, and has vigorously explored the countermeasures of balance on the supply and demand of human resource in the knowledge-intensive industry in Guangzhou.
