It is essential for the return of the functions of government and society, and transference of government duty to vigorously develop social organizations and encourage social organization to participate in social management and offering social services. This paper firstly analyses the transference of functions of government and social organizations, then explicits the concepts, types, features of running of social organizations and their roles that play in the transference of government function, lastly presents measures to develop social organizations, that is, to solve the problems of"existing","function","way of working","effectiveness" of social organizations, and to form ambulant in amount, reasonable structured, perfect in functions, duty-clear, and orderly development pattern for social organizations. <<
