The Henan Party Committee and provincial government made decisions and arrangements on 180 industry cluster districts beginning in 2008, and introduced policies to promote and standardize their development. Based on the promotion of industry cluster districts and acceleration of industrialization and urbanization, we can promote the industrial division of labor converted to horizontal from vertical, while reverse the disadvantage of Henan Province which has been at the lower end of the vertical division of labor for a long time. Industry cluster district has become the growth pole of regional economic development. But there are still some problems, such as dispersed spatial layout, low concertration level, and extensive pattern of development. To promote the industry cluster districts, we must follow the development law of industry cluster, promote the integration of industry cluster district according to the trend, and create new advantages of industry cluster district, so that we can lay a solid foundation for the rise of Central Plains Economic Region and the building of well-off society in all-round way. <<
