It is a perplexing year of macro-economic environment in 2012. On the one hand ,the external environment is tightening, regional competition is fierce, difficulties and challenges have increased, and the situation of development is severe. On the other hand, the Plan of Central Plains Economic Region has received the formal approval of the State Council. The economy of Central Plains Economic Region maintained a steady and fast growth trend faced with the severe external situation and the rare opportunity for development. However, it should be noted that the positive change of current economic operation is mainly policy-driven, the foundation of economic recovery is unstable, the difficulties and challenges in economic operation are still many: the demand is still seriously restrained, the economic downward pressure is difficult to eliminate in the short term; the operation of enterprise is still difficult due to the squeeze from demand and cost; the effect of management is diffused continuously, the potential risk is still accumulating. It is more difficult to keep government revenue increasing continuously with the superimposition of multiple factors. The macro-economic environment remains very complicated in 2013. On the one hand, the global economy is still in the period of adjustment after the crisis, the international environment is more complex and uncertain; the foundation of the domestic economy is not firm. On the other hand, we are still in the crucial period of strategic opportunities as the trend of economic globalization and domestic market integration has not changed with accelerating industrialization and urbanization. Overall, the economic operation environment will be better than that in 2012. We must firmly grasp the current period of strategic opportunities and strive to improve the quality and efficiency of economic growth, promote further development of Central Plains Economic Region constantly.
