In order to encourage the residents of the Macau Special Administrative Region to enhance their literacy and overall competences to attain the goal of"World Tourism and Leisure Centre",the government launched a Continuing Education Development Plan in 2011.The plan intends to provide a total of 5000 Patacas for residents who reach the age of 15 or above for further study purposes.This Plan has widely debated since its implementation.Finally,an audit report was released in October,2012 and the Plan was being highly criticised,with comments such as"lack of plans,waste of money"and many others.It seems that the government has no intention to terminate this Plan.The objective of this article attempts to narrate the development of continuous education development in the territory and discuss the Plan.It is hoped that comments and recommendations will facilitate future improvement.
