Based on the environmental risk system and the accident evolvement process, environmental risk factors in Shanghai could be categorized into 8 kinds, i.e. safety accident, traffic accident, illegal pollutant discharge, left over hidden trouble, long-term pollutant accumulation, improper treatment, layout defect, and natural disaster. In order to avoid these risks, Shanghai Municipal Government has implemented a series of programmes including institutional building, emergency response planning, capacity building and dissemination campaign etc. During the 12th Five-Year period, Shanghai Municipal Government will further improve the overall environmental risk management in the whole city, including better supervising environmental risk sources, more efficient emergency monitoring and responses etc, through advancing its institutional building, highlighting environmental risk prevention, strengthening capacity building, prioritizing safeguard system, promotion of educational dissemination and real-life practices, and strengthening science & technology support etc. <<
