The implementation of the strategy of governing the country by law depends on local governments at the grassroots level, which must raise their developmental levels for the rule of law and implement relevant legal provisions in the practice of economic and social development and government administration. This report carries out a study on the progresses made by Yuhang District of Hangzhou in the development of the rule of law from the perspectives of strengthening organizational leadership, building the culture of the rule of law, regulating administrative power, and resolving disputes in accordance with law, and predicts that the efforts made by governments at the grassroots level in the implementation of the relevant laws and regulations and exploring solutions to various problems will be able to vigorously propel the development of the rule of law in China.
