Alongside the rapid increase of the number of patent applications in China in recent years, the quality of patent applications has declined. This observation is evidenced by the lower percentage of applications of patents for inventions, smaller numbers of foreign patent applications, lower degree of commercialization of patents, and the inadequate scientific and technological content of patents. The quality, rather than the quantity, of patents plays a decisive role in promoting the advancement of science and technology. Therefore it is necessary to review and optimize the current patent system, including the patent application system, patent invalidation system, and reward and assistance system, so as to realize as soon as possible China's transition from a leading country in the quantity of patents to a leading country in the quality of patents.
