Public digital culture is an important component of China's public culture service system, and of a great significance to solve and control the conflicts and problems in the development of public culture service system and accelerate achieving equalization of public culture service.In order to impulse the development of public digital culture during the "12th Five-Year Plan", we should base on the present economic social development phase and make clear the general target and basic tasks of public digital culture construction; vigorously implement key digital culture civilian-benifitting programs; continually reform and innovate public digital culture service system to improve the public digital culture's supply ability; accelerate establishing funds, talents and technology security system of public digital culture construction. <<
