A guideline to improve the nation's cultural soft power was adopted in the Sixth Plenary Session of the Seventeenth CPC Central Committee and Chinese state assets management and supervision authorities had been founded, which marks that the reform of our national culture industry system has entered a critical period of overcoming the bottleneck problems and seeking for a breakthrough. The innovation in guiding ideology, the political guarantee and the strategy routine brought out in this CPC Central Committee, expedites the arrival of the era of culture industry reform and development. In order to keep pace with the strategical progress of our cultural prosperity and development, central and local government vigorously promotes cultrual restructuring as well as accelerates the establishment of the cultural enterprise state assets contributor regulation. But how to handle the particularity of China's cultural enterprise state assets regulation system and how to explore and establish an effective supervision mode based on it, have become an urgent project for deepening the cultrual restructuring and promoting the development of culture industry. <<
