Yunnan province is a big province of hydroelectric power transmission，large province resettlement of hydropower，mineral resources are abundant. Because of system and mechanism is not smooth，Yunnan province enjoy resources development of dividends are not many，there are serious outflow of resources and the uneven distribution of benefits phenomenon，caused the self-development ability is not strong，industrial development is backward. The new period to think about how to use the rich power resources and mineral resources，enhance their own development level is an important task. This paper takes Yunnan province Jinsha River basin as the key research object，attempts to research and provide resources from the output to the self development ability of some development ideas and measures. <<
