The predecessor of Luoyang Peony Festival in China is Luoyang Peony Flower Show, dating from 1983, which So far has been continuously held 30 times. Especially since 2011 when it has been upgraded as a national festival, it has made a major breakthrough, and a prominent influence on the development of regional economy and society. However, Luoyang Peony Festival still has some problems after the upgrade, especially in publicity work, cultural activities, festival bottleneck, tourism consumption, etc. The main countermeasures to above problems include: strengthen innovation, perfect publicity work, participate widely, reveal the public as subject status, condense force, break through the festival bottleneck, guide actively and excavate potential of public consumption, etc.
