In the process of globalization, informatization and post-industrialization, culture creativity is becoming the core driving element in tourism industry development and upgrade. Tourism industry and culture creativity is closely related, for culture creativity throughout the whole process of tourism resource optimization and integration. Besides, culture creativity is the core connotation of tourism products and motive power of tourism industry upgrade. In tourism industry development process in China, the role of culture creativity experienced 3 stages: the first stage is tourism products based on culture, the second stage is integrated development of tourism industry and culture industry, the third stage is forming culture-tourism industry synthesis. So, the main modes of tourism industry development in future are tourism development mode based on culture creativity, tourism marketing mode dominated by culture transmission, industrial cluster mode supported by culture-tourism integration.
