this report objectively summarizes the achievements of constructing basic public service system and main problems of promoting the equalization of public services during the 12th five-year plan in Guizhou. This report also analyzes the environmental conditions that may face in 13th five-year plan and puts forward the countermeasures and suggestions to improve basic public service system during 13th five-year plan in Guizhou.
