Free opening is the common practice of global public cultural services. It is only six years that free opening has completed the process from a global concept to the Chinese practice. Free opening has led to the development and innovation of China National Public Cultural System, however it is also faced with some practical problems need to solve. So, it is necessary to design the concept, path and countermeasures that will commit to sustainable development for free opening. <<
