在原有的“公共行政人员工作表现评核制度”“公共服务评审委员制度”“市民满意度评估计划”的制度基础上,澳门特区在2013年启动政府绩效治理制度,实施领导官员绩效评审制度。2014年,特区政府对政府绩效治理制度进行了全面的谋划,勾画出引入中立评审机构、形成绩效管理和官员问责的结合、职能重组及精兵简政等制度设想。未来政府在绩效治理制度的构建和完善中,应该把确保第三方评估机构的公信力、塑造“绩效导向”的行政文化、落实精兵简政以及实现绩效问责等几个方面作为考量重点。
<<The Macao SAR initiated a system of government performance management in 2013,based on the original appraisal systems of public sector employees,assessments of public services and service satisfaction assessments of the population. In 2014,the SAR Government conducted a full-scale planning on performance management by proposing a neutral assessment body that combines performance management with accountability of officials,reorganisation of functions and simplification of the Administration. In future institutional building,the Government should ensure the credibility of the third-party assessment body,create a performance-oriented culture,realise the simplification of the Administration and the accountability against performance.
